This section of CIPFA'S website provides access to a wide range of resources that CIPFA and others have developed, to help countries who wish to professionalise public financial management (PFM).
- It describes what professionalisation is and how to go about achieving it.
- It contains links to a wide range of resources, from CIPFA and from others, that can be used to reduce the learning curve and shorten the timescale to achieve professionalisation.
Reforming and improving PFM is a high priority policy for many governments around the world. Making the necessary improvements requires a number of forms of initiative and programme.
Many of these are technical in nature:
- Creating new legislation
- Developing more effective standards and working practices, and
- Producing manuals and handbooks.
Others are less technical:
- Displaying leadership
- Supporting and encouraging colleagues, and
- Sustaining motivation in the face of rapidly changing circumstances.
But if the improvements to PFM that can come about from changes of this kind are to be sustained in the longer term, it is essential to ensure the professionalisation of PFM in the country. Without this there is a very real danger that reform will not be long lasting, and that investment will be wasted.
